Illicit trade with products is a major international problem that requires an international solution to reduce this practice, combat organized crime and recoup millions in lost revenue and market share.
Illicit trade refers primarily to illegal business practices, smuggling and counterfeiting of products, as well as bootlegging and other illegal manufacturing practices of such products.
Illicit trade contributes to higher rates disease and death – by making products available more cheaply, which particularly encourages use by price-sensitive and young people. It also circumvents public policies to reduce use, especially with regards to high taxation policy or avoiding taxing all together. Illicit trade in products also deprives governments of billions in tax revenue each year and poses a significant threat to the maintenance of law and order, and even threatens international security. There is compelling evidence that illicit trade is carried out by transnational criminal groups and that the money gained through illicit trade has been used for other serious criminal enterprises, including terrorism.
